Washington Technology doesn't have information on how, exactly, the project falls short of expectations, but back in February the Times-Tribune reported that US Rep. Chris Carney went south to check out the project and was not impressed.

The entire 100 miles are expected to be completed in 2011, (by which time the project should be due for another upgrade).
